Biden appoints Shakuntla L Bhaya as member of ACUS Council

Bhaya is involved in Delaware politics and is currently a member of the Delaware Democratic Party’s State Executive Committee.

Indian American Shakuntla L Bhaya has been named as a member of the Council of the Administrative Conference of the United States (ACUS). Her appointment was announced by President Joe Biden among several key appointments on November 15, 2023.

The first South Asian Indian to be admitted to the Delaware Bar Association, Bhaya is a co-owner of a statewide Delaware law firm, Law Offices of Doroshow, Pasquale, Krawitz & Bhaya. Her practice focuses on representing individuals who are seriously injured as a result of businesses and people making unsafe decisions.

For the past seven years, Bhaya has been a member of Governor Carney’s Judicial Nominating Commission. In addition to practicing law, Bhaya is involved in Delaware politics and is currently a member of the Delaware Democratic Party’s State Executive Committee.

She had served as a president of the Delaware Trial Lawyers Association and continues to be involved in protecting consumers’ 7th Amendment Right to a jury trial and access to courts.

Bhaya is also a member of the American Association for Justice and American Civil Liberties Union, and is actively involved in helping pro-choice democratic women become elected to office. She also voiced out for rights of LGBTQ+ community and supported members of her community to adopt children, seek legal redress when discriminated in the workplace, and permit people to marry.

Bhaya has gained numerous professional recognitions including the Distinguished Mentoring Award from the Delaware State Bar Association (DSBA); DTLA Eagle Award in (2013); MJL Community Service Award (2014); Office of Child Advocate Service to Children Award (2020); Delaware Today Top Lawyer (2021, 2022); and Honorable Aida Waserstein DSBA Award (2023).

She earned her bachelor's degree in political studies and philosophy with a minor in women studies from University of Delaware in 1982 and graduated from Northeastern University School of Law in 1985.
