Walter has a doctorate in Political Science at the University of Chicago. He was at College of Wooster where he taught and administered the South Asia programs for the Great Lakes Colleges Association. His next academic appointment was at the School of Advanced International Studies (SAIS) of Johns Hopkins University from which he retired in 2019.
